- North Korean Ministry of Public Health officially asks EugeneBell to expand its work beyond tuberculosis to include support programs for local hospitals.
- Initial ¡®Comprehensive Local Hospital Package¡¯ program begins. These large support packages include approximately $150,000 in aid and allow hospitals to provide better diagnostic, emergency, and operating room services to their communities. This new program initiates a new effort to significantly upgrade the level of medical care available at the local level.
- EugeneBell receives the Asan Award for Medical Service in recognition of EugeneBell¡¯s ten year battle against tuberculosis in North Korea and its efforts to improve the overall medical situation. |

- EugeneBell x-ray and medical equipment repair and maintenance program initiated. Medical technician, ¡®on loan¡¯ from Pyongyang Medical College, to accompany EB delegations on site visits.

- Expansion of medical assistance projects to tuberculosis departments of local (county, town and district) people¡¯s hospitals (general hospitals) in 15 locations.
- Assistance programs begin to expand to include local hospital emergency and operating rooms, making it possible for EugeneBell to become involved in general medicine.

- The official EugeneBell ¡®Partner Package Program¡¯ begins. The program includes not only a tuberculosis diagnostic and treatment program, but also broadens to include instruction manuals, medication charts and donation tracking documents that improve communication between EB and North Korean caregivers, improving assessment and program design.
- EB¡¯s Partner Package Program expands to reach more than half of North Korea¡¯s 80 odd tuberculosis treatment facilities.
- Hepatitis B Prevention Pilot Project concluded. (a three stage inoculation program given to 1000 children from five elementary schools in Wonsan, Gangwon Province)
- The Democratic People's Republic of Korea authorities formally request that EugeneBell concentrate its tuberculosis program in the densely populated northwest. This means that EB can officially begin providing tuberculosis assistance to local hospitals, giving hope that assistance programs can be expanded to other medical assistance programs outside of tuberculosis.
